Da Nang's Department of Construction has ordered urgent drainage repairs on Trần Hưng Đạo Street in An Hải ward, where water has repeatedly pooled in front of the Azura apartment building, Báo Đà Nẵng reported on October 13, 2026. The directive is dated October 12.

According to the report, the flooding has recurred in heavy rain. Water covered the road in front of Azura and entered the complex between the night of September 9 and September 13, and the road beside the neighboring construction site flooded again from October 6 to 8 and on the night of October 12.

The department's explanation: the drainage culverts were renovated, but their bed level was raised, which blocked the existing drainage path. The contractor also told officials that temporary work on some culvert sections during construction narrowed the flow. The site belongs to the Capital Square 2 and 3 project, and the contractor is Delta construction group.

The directive orders the project management board and the contractor to:

  • repair and restore the damaged culverts as the contractor has committed;
  • keep temporary drainage running, with equipment and staff on duty, until the permanent culverts are back;
  • dredge culverts, water intakes and nearby work areas so mud and materials don't block the flow;
  • monitor the system, especially before and during heavy rain.

The board and contractor remain responsible for drainage during construction, including repair and compensation for damage as the law requires.

Why it matters: The report names who is responsible but gives no repair deadline, so residents have no date to hold anyone to. An Hải ward sent two official requests before the department stepped in.
