Da Nang has outlined four groups of criteria for rearranging its commune-level units, Trương Hồng Giang, deputy director of the city Department of Home Affairs, said at the October 23 press briefing, Dân Trí reported.

The priority is wards and communes that fall short of national standards for population and area. The others are new units designed as growth hubs, units tied to the special economic zone or areas of outstanding potential, and units organised to suit the city's development direction and local conditions.

The Party Committee reviewed the draft on October 15 and issued Resolution 20 on October 16, which largely endorsed it. The People's Committee must now gather public feedback, finish the plan and report to higher authorities; no deadline was given.

Dân Trí says the city has 94 commune-level units, though its own breakdown (23 wards and 70 communes) adds up to 93, so the exact count should be checked against an official source. The report does not say how many units will be affected or name any.
