The people behind the counters at Da Nang's public administration service centers, where residents now file most of their paperwork, are getting a raise. So are some of the village and neighborhood workers who lost their posts when the city reorganized.
At a special session on October 6, the Da Nang People's Council passed 22 resolutions. One of them gives 2 million dong per person per month to officials, civil servants and staff who work directly at the city- and commune-level public administration service centers, Thanh Nien reported.
Who gets the 2 million
- Staff from city departments and agencies under the People's Committee who are posted to the centers.
- Commune-level specialist staff assigned to the centers.
- The centers' own leaders and staff.
Each person needs an appointment, transfer or assignment decision, or must be on an approved list. The allowance doesn't count toward social or health insurance.
People who qualify for both this and another allowance for administrative-procedure officers get only the higher of the two. Center staff also get 3 million dong a year for uniforms.
Payouts for village workers
The council also approved one-off payments for non-professional workers at village and residential-group level who left their posts after the reorganization, up to a July 31 cutoff:
- under 1 year of service: 3 million dong
- 1 to under 5 years: 5 million dong
- 5 to under 10 years: 10 million dong
- 10 years or more: 15 million dong
Workers who weren't reorganized but were let go for not meeting standards get one month's allowance per year of service, capped at 15 months, with a 3-million-dong minimum.
The bigger session
The same session approved the plan to resettle more than 7,100 households from disaster-prone areas, Thanh Nien reported, along with land price table changes requested by 37 of the city's 94 wards and communes. Council chairman Nguyen Duc Dung called the last months of 2026 a "sprint" toward at least 11% growth for the year, and asked the People's Committee to disburse 100% of planned public investment.
Why it matters
The allowance is aimed at keeping staff at the one-stop centers where residents file most paperwork. Residents will be able to judge the result by how long their next form takes.
