In its first appearance in a global ranking, the Vietnam International Financial Centre in Da Nang (VIFC-DN) has a number to put on its slides: 71st.
The centre debuted at 71st of 117 ranked financial centres in the 40th edition of the Global Financial Centres Index (GFCI 40), Dang Dinh Duc, standing vice chairman of the VIFC-DN executive agency, said on October 1, according to VietnamPlus. Its sister centre in Ho Chi Minh City placed 67th in the same edition, per a report carried by VCCI.
What the ranking actually measures
The GFCI is published twice a year by Z/Yen Partners in London and the China Development Institute in Shenzhen. It isn't a league table of deal volume. It scores competitiveness across five areas: business environment, human capital, infrastructure, financial-sector development and international reputation. GFCI 40 combined 144 quantitative factors with 39,531 assessments from 6,147 finance and professional-services respondents, VietnamPlus reports.
In other words, much of the score is perception and potential. That's normal for a newcomer, and it's also why the ranking says little yet about whether money is moving through Da Nang.
What the centre says it's for
Duc described VIFC-DN as a "next-generation" centre focused on fintech, green finance, trade finance and specialized trading platforms and funds. Its priorities for drawing international capital are infrastructure, energy, technology, the green economy, trade and tourism. He pointed to the city's transport links, data centres, broad 5G coverage, young workforce and land the city has already cleared for the centre.
Then came the line worth quoting: the city doesn't aim to build a financial centre "just to have a name on the map" (translated from Vietnamese), VCCI reported.
The scoreboard that matters
Duc called the ranking a starting point, and he's right. The next steps he listed are to work with the Ho Chi Minh City centre on rules and operating mechanisms, propose the policies still missing, and bring in reputable banks, fund managers, financial institutions and tech firms.
For residents, the honest metric isn't a global index position. It's whether named institutions open offices here, whether those offices hire locally, and whether the promised legal framework arrives. A 71 is a press release. A list of tenants would be news.
