Heavy rain returned to Da Nang this week, and with it came the flood season's machinery: dispatches, standby teams, school decisions and, by Thursday, a kindergarten under water.

Wednesday: the rules for closing schools

On October 7, People's Committee Vice Chairman Tran Nam Hung signed an urgent dispatch ordering the city to prepare for heavy rain, floods, flash floods and landslides, Thanh Nien reported. Forecasters expected one flood crest on the city's rivers, peaking somewhere around alarm level 1.

The part parents care about: there is no single citywide "no school" call. The Department of Education and Training decides together with commune and ward People's Committees, based on local conditions. If your kid's school is in a low-lying ward, watch the ward's announcements, not just the city's.

The dispatch also told localities to evacuate people from riverside, low-lying and landslide-prone areas, ordered security forces to block flooded roads and fords, and required reservoir and hydropower operators to staff their controls around the clock.

Thursday: troops and a kindergarten

The city Military Command set up five response teams with nearly 130 officers and soldiers at hotspots, plus three rescue squads of about 20 each, VietNamNet reported. Amphibious armored vehicles were put on standby; the report didn't say how many. Commander Col. Nguyen The Vinh told units to put residents' lives and property first and to report every two hours.

They were needed that same Thursday. In Nui Thanh commune, water rose fast from about 11 a.m. and reached more than a meter in places around Binh Minh Kindergarten, Thanh Nien reported. Local military units, border guards and security forces moved the children out, and 15 border guards from the Ky Ha port post helped teachers get them home. No injuries were reported. In the 24 hours to 1 p.m. on October 8, Tam Tra recorded 370.4 mm of rain and Tam Ky 259.4 mm.

Friday: 284 new boat drivers

On October 9 the Military Command certified 284 militia members, soldiers and local officials as inland waterway rescue boat operators after a 33-day course, Thanh Nien reported. They're meant to reach cut-off neighborhoods, evacuate people and carry supplies.

Why it matters

None of this is unusual for central Vietnam in October, and that's the point. The rains are seasonal and so is the response. The useful question for residents isn't whether the city has a plan. It's whether you know your ward's evacuation point and your kid's school's closure channel before the water is at the door.
