Anyone who has waited on a Vietnamese government office knows the most powerful tool in the bureaucrat's kit: silence. Da Nang just tried to take it away, at least for its biggest public projects.

On October 7, the city People's Committee issued Decision 4573/QD-UBND, creating a "green lane" (luong xanh) for administrative procedures on key public investment projects, Saigon Giai Phong and Thanh Nien reported. Chairman Nguyen Manh Hung signed it, according to Thanh Nien.

The rules

  • Half the time: agencies must process green-lane files at least 50% faster than the maximum the law currently allows.
  • Three days to answer: when one agency asks another for input, the reply is due within three working days of receiving complete documents.
  • Silence means yes: if the consulted agency misses that deadline, it is deemed to have agreed (unless a specialized law says otherwise), and it stays responsible within its own remit.
  • Parallel processing: steps run side by side wherever the law allows, and each lead agency must publish an internal workflow naming who does what by when.
  • Real-time tracking: the city's e-government system flags green-lane files for priority handling.

The covered procedures are the ones that usually eat years: pre-feasibility and feasibility appraisals, 1/500 detailed plans, environmental impact assessments, land and forest-land conversion, and compensation and resettlement.

The city stresses this isn't a shortcut around the law. Thanh Nien reports that no required step, condition or authority may be skipped or changed.

Which projects

The list covers the big public projects in the City Party Committee's 2026–2030 action program. SGGP names upgrades to National Highways 14D, 14B, 14G and 40B; widening the Nam Hai Van bypass; and a high-speed eastern urban road from the center toward Nam Hoi An and Chu Lai, estimated at 15,000 billion dong. It also lists cultural parks, a high-tech medical center, an innovation space and medical centers in the Tay Giang and Nam Giang areas.

There are schools too: new or upgraded high schools including Pham Phu Thu, Son Tra, Hoa Xuan, Dien Ban Dong, Ong Ich Khiem, Nguyen Hien and the Tuong Lai Special School. Thanh Nien adds that education and health projects are a stated priority, along with Quang Nam General Hospital.

The skeptic's read

"Silence means consent" is a genuinely sharp rule. It flips the incentive, so stalling no longer protects the stalling agency. But three working days is tight for something like an environmental review. The risk is that departments stop going quiet and start replying "not enough documents," which resets the clock.

The proof will be in dates, not decrees. When the Pham Phu Thu or Son Tra school expansions break ground, compare the paperwork timeline with the last school the city built. That's the number that tells you whether the lane is actually green.
