A Da Nang delegation led by Nguyễn Khắc Toản, Standing Deputy Secretary of the city Party Committee, visited China's Liaoning province on October 21 and 22 to discuss port and logistics cooperation, Báo Đà Nẵng's English edition reported.

The group met Liaoning's vice governor, toured a China–Europe freight-train consolidation centre in Shenyang, and in Dalian met Liaoning Port Group and visited the Dayaowan Port car terminal and the free trade zone.

Toản proposed five areas: port planning tied to industrial parks and logistics, investment and port operation, transport and maritime links, green and smart ports with workforce training, and manufacturing and the marine economy. He suggested a pilot on one cargo route using existing warehouses before any new investment, and invited Liaoning Port Group to visit Liên Chiểu Port to meet investors.

The two sides agreed to sign a memorandum on the marine economy, cultural exchange and training; the report does not say it has been signed. Dalian officials floated cooperation in semiconductors and AI and a direct Dalian–Da Nang flight, which are proposals, not agreements.
