Deputy directors of the science and technology departments of Da Nang, Quảng Ninh and Hải Phòng met at the Da Nang department on the morning of October 22 to compare problems in digital infrastructure and innovation funding, the city's startup support centre reported.
Quảng Ninh's representative said projects should start from real local problems, warning that spending on equipment, software or digitising records is hard to sustain without changes to processes and management. Da Nang's officials said digital infrastructure should be treated as a base for governance and services, covering databases, shared platforms, connection standards, security and trained operators, and that every system needs a named data owner and a budget for operation, maintenance and training.
On innovation funds, the officials pointed to clear goals, transparent selection criteria, evaluation methods, and support beyond research grants such as testing environments and routes to real use.
The report lists no signed agreements or decisions. It says the cooperation should be turned into concrete tasks, with designated contacts and expected outputs.
