A Da Nang delegation led by Nguyễn Khắc Toàn, standing deputy secretary of the city Party Committee, put five proposals for cooperation to officials in China's Yunnan province on October 20, Báo Đà Nẵng reported. The delegation, which included vice chairman of the People's Committee Phan Thái Bình, met Lưu Hồng Kiến, deputy secretary of the Yunnan provincial Party Committee and Party secretary of Kunming.

The proposals, as listed in the report:

  • Exchanges and training: carry out existing agreements, keep delegations travelling, and train officials in local government, grassroots staffing and digital transformation.
  • Free trade zone, trade and logistics: learn from Yunnan's management model, one-stop-shop arrangements, customs coordination and cross-border e-commerce, and ask Yunnan to introduce infrastructure investors and free trade zone operators to Da Nang.
  • Agricultural supply chains: share experience on wholesale markets, quality control, traceability, storage and distribution, to support a possible agricultural trading hub in Da Nang, starting with products that have a stable supply.
  • Aviation and tourism: ask Yunnan to help open a direct Kunming–Da Nang flight and develop a joint tour product, "Kunming – Đà Nẵng – Hội An – Mỹ Sơn".
  • "Journey of Light": coordinate cataract operations for about 100 patients.

Toàn said the city wants to turn these complementary strengths into concrete programmes and projects. Da Nang and Kunming have been friendly partners since 2015.

According to the report, Lưu Hồng Kiến agreed with all five proposals. Yunnan said it would keep training Da Nang personnel in tourism, health care and anti-corruption work, and hoped ties would strengthen after Tô Lâm visits China for APEC in November.

What is still unknown: The report gives no start date, airline or schedule for a Kunming flight, and no figures for the proposed investment or exchange programmes. These are proposals that Yunnan has said it supports, not signed agreements.
