Da Nang's People's Committee approved the investment policy and the investor for the Hoàng Văn Thái Plaza complex in Hòa Khánh ward on October 6, according to CafeF, which reported the decision on October 9. The investor is Vitours Land Joint Stock Company, which has its address at 23 Hoàng Văn Thái.
Decision 4564/QĐ-UBND covers about 8,579.6 square metres of land. Total investment is put at more than 1.348 trillion dong. The plan calls for commercial housing, with about 119,596 square metres of construction floor area, of which roughly 62,600 square metres is apartment space. Construction is expected to start in the first quarter of 2027, with completion and commissioning planned for the fourth quarter of 2028.
CafeF says the number of floors and the height of the building must follow the approved detailed plan and feasibility study, so neither is fixed yet. The report adds that in June 2026 the city council listed this site as one of two plots for a pilot commercial-housing project under National Assembly Resolution 171/2024/QH15.
Why it matters
The approval opens the way to the next steps, such as design and permits, but it is not a start of construction. The report gives no apartment count or prices.
