Da Nang's Department of Construction has told Vinpearl that 154 houses in the Làng Vân Tourism and Urban Resort Complex meet the conditions to be sold before they are built, Báo Đà Nẵng reported on October 12, 2026. The department acted on a letter from Vinpearl JSC, the developer, and cited Article 24 of the 2023 Law on Real Estate Business.
The approval covers only the 154 houses in sub-zone 2 of the project, not the whole development.
The notice sets the terms buyers will face:
- Foreign ownership: Foreign individuals and organizations may not own housing in this area.
- First payment: No more than 30% of the contract value, deposit included.
- Later payments: Tied to construction progress, with the total capped at 70% until the buyer receives the home.
- Final cap: The developer may not collect more than 95% of the contract value until the buyer has a land-use and property ownership certificate.
- Deposit: Up to 5% of the sale price, and only once the house meets every condition for sale.
Money collected must go into building the project, and the developer is responsible for the accuracy of the information it gave the department.
Why it matters: The caps are the part buyers should read twice. They are the legal limit on how much cash can leave a buyer's account before a house exists. The report doesn't give prices, house sizes, handover dates or the project's total unit count, so none of that is confirmed here.
