Da Nang's new general plan includes a goal of becoming a national "medicinal-herb capital," with Ngọc Linh ginseng as the main crop, VOV reported on October 22.

The Prime Minister approved the plan to 2050, with a vision to 2075, under Decision 2016/QĐ-TTg on October 21. It covers the whole merged city, including the former Quảng Nam province, and about 11,870 square kilometres of land and sea.

For herbs, the plan calls for gene conservation, deep processing, branding and value chains. The report says herb zones would sit under forest canopy in the western pole, alongside an ecological and high-tech agriculture centre in the western midlands that also protects water and biodiversity. An east-west corridor along National Route 40B would link the lowlands to the mountains, and the Ngọc Linh nature reserve is part of the city's protected-area system.

Vice Chairman Hồ Quang Bửu said that developing ginseng "must protect the forest," according to VOV, and stressed product quality when widening markets and tying value growth to better incomes for local farmers.

The herb hub sits next to the plan's other pillars: the international financial centre, the Liên Chiểu seaport and logistics centre, and the Chu Lai national logistics centre. The report gives no budget or planting targets, so how large the herb zones will be remains open.
