On October 16, Tuổi Trẻ reported that the Ngã ba Huế interchange, which has carried traffic since 2015, has still not been fully paid for. The chairman of the Da Nang People's Committee has told the relevant agencies to agree a payment plan for the city's build-and-transfer (BT) projects, this one included.
The interchange cost nearly 2,050 billion dong to build. Under the BT model, a private company builds the road and the state pays it back afterwards, usually in cash or land. The investor here is Công ty TNHH BT Ngã ba Huế Trung Nam. According to the paper, it has written to the city repeatedly since 2020, asking for a longer payment schedule, the release of funds frozen at SHB bank, a decision on accrued loan interest and a final settlement of the project accounts.
The paper attributes the delay to legal obstacles that were only cleared when the government issued Resolution 16. The investor has since proposed payment terms under that resolution and reported to the Department of Construction. That department now leads the work with the Department of Finance and the investors, must finish the paperwork under current rules and Resolution 16, and then report to the People's Committee. Standing Vice Chairman Hồ Kỳ Minh has been assigned to review the payment files.
Why it matters
Five other BT projects are stuck in the same queue, among them resettlement-area infrastructure at Phước Lý and Hòa Liên and extensions of Lê Trọng Tấn and Trần Hưng Đạo roads. The report gives no amount still owed, no deadline and no payment date, so what the city will pay, and when, remains unknown.
