Da Nang People's Committee Chairman Nguyễn Mạnh Hùng on October 13, 2026 ordered contractors to make safe the stalled underground drainage line on Trưng Nữ Vương Street in the former Tam Kỳ urban area, Tuổi Trẻ reported.

The 360-day contract was due to finish on September 27. According to the report, only about 32% of the contract value has been completed. It describes long work stoppages, weak barriers, water-filled pits and sunken sidewalks and road surfaces, which raise traffic and safety risks in the rainy season. The line is meant to reduce flooding for thousands of households.

The chairman's orders, as reported:

  • By October 14: the project management board sends a progress report to the city and the Department of Construction, and escalates problems it cannot solve itself.
  • By October 15: contractors inspect the site, put up sturdy barriers, signs and night warning lights at pits and open drains two to three meters deep, pump out standing water and repair subsidence near homes.
  • Responsibility: the investor, the city's civil and technical infrastructure management board, answers to the chairman for any accident affecting residents.
  • Contractors: the board must assess what each member of the joint venture, Đại Phú Thịnh and Nam Việt, can actually deliver. If they stall or ignore the order, the options are penalties, cutting or reassigning work, or terminating the contract and replacing them.
  • Recovery: return as many workers, machines and materials as possible, work in continuous sections and open several fronts at once.

Why it matters: Residents get two near deadlines for safety work, not a new finish date. The report gives no revised completion date for the drain itself.
