Students who have not yet graduated will be able to start teacher training under a new Ministry of Education and Training circular, Dan Tri reports. Circular 91/2026/TT-BGDĐT, reported on 3 November, sets the training programme for people who want to become teachers in general education. It takes effect on 8 December and replaces earlier rules on the programme.
For lower and upper secondary teaching, applicants may hold a bachelor's degree or higher, or be students who have accumulated at least 70% of the total volume of a university programme in a major suited to the subject and level.
A second group covers art, music, primary-level foreign languages, informatics and technology, and ethnic-minority languages. Applicants need a college diploma or higher, or must have completed at least 70% of such a programme. People with a bachelor's degree, or students at 70% of a programme in physical education, can train to teach at primary level.
The programme has 32 credits: 12 in general knowledge and 20 in specialist knowledge plus teaching practice. It lasts a minimum of six months and a maximum of 18. Training institutions issue a certificate on completion, and the education minister regulates how certificates are issued and managed.
The circular does not itself say that a student can teach before graduating. It sets who may start the training course and what it contains.
