Báo Đà Nẵng reports that the city's Department of Industry and Trade held its 2026 dialogue with businesses on the morning of 3 November, chaired by Deputy Chairman of the city People's Committee Phan Thái Bình and department director Lê Thị Kim Phương. Departments, localities, companies, associations and cooperatives attended. The department says it received more than 50 opinions from businesses, associations, cooperatives and household businesses.
Problems raised
According to the report, Phước Kỳ Nam JSC, in the Thuận Yên industrial park in Tiên Phước, said slow land-lease procedures were hurting production. Ledup, an eco-technology decorative lighting company in the same park, asked for tax incentives to be applied as promised when it was attracted to invest.
An Thịnh Quảng Nam JSC, in the Đông Quế Sơn industrial park in Xuân Phú commune, said site clearance is unfinished: two clan chapels remain, 18 households have not received compensation and 73 cases have no agreement on resettlement locations. The company asked for the overlapping 39.6 hectares to be resolved and described the land situation as a "leopard skin" pattern.
An Khê Bamboo and Rattan Cooperative in Bà Nà commune said slow land-lease extension paperwork complicates contracts and orders. Fuel retailers said the vehicle ban and traffic diversion on Cách Mạng Tháng Tám street for construction of the Hòa Xuân bridge interchange directly affect their business.
The city's response
Relevant departments answered and proposed solutions at the meeting, the report says. Bình asked the department to compile all opinions into a conclusion notice and sort the lead and supporting agency for each.
Departments and localities must send written replies to the department and report to the city by 17 November 2026. Units that cannot finish by then must report progress and propose a way forward.
Bình criticised slow implementation even where policies and conclusions already exist. He said the practice of "listening and then leaving it, then listening again" must end, and asked the department to study holding regular dialogues every three to six months across all sectors. He called each dialogue a check on the results of the previous one.
On fuel retailers, he asked the Department of Construction to work with other units on a plan that keeps construction on schedule while limiting losses, and to consider support for affected businesses if needed.
Danang Voice has reported separately on the first-week traffic rules at the Hòa Xuân interchange.
