Da Nang has told its sanitation contractors to resolve complaints about uncollected rubbish within four hours, Thanh Niên reported on October 23. The rule was announced at the city People's Committee's third-quarter press briefing that morning, according to the report.
Thanh Niên says rubbish sat for two to three days in some areas, streets and residential zones, with several southern localities hit for days. The causes it lists include a shortage of workers and specialised vehicles at the service companies, alleys too narrow for trucks, unplanned collection points, and some residents sorting or dumping rubbish at the wrong time and place.
The city has asked contractors to open online channels for complaints, recruit workers and rearrange shifts. Local authorities are to remove makeshift dumping spots and publish collection plans for each residential group, while police step up patrols and use cameras to fine illegal dumping. The report does not give fine amounts.
Why it matters: Residents who see uncollected rubbish now have a stated response deadline to hold contractors to.
