Hanoi will pay a one-off VND4 million (US$154) to women who give birth to two children before the age of 35, starting in 2027, VnExpress International reports. The city's People's Committee proposed the policy and the People's Council approved it. The stated goal is to raise Hanoi's birth rate.
The committee says the city's fertility rate has been "below the replacement level in recent years". The total fertility rate was 1.88 children per woman in 2023, 1.86 in 2024 and 1.87 in 2025, according to the report. The committee warns that prolonged low fertility could shrink and age the population and strain the labour force over the long term.
About 15,000 women are expected to qualify each year, at an annual cost of roughly VND60 billion. The committee describes the payment as "partial financial assistance", not full compensation for the cost of raising children. It acknowledges that residents face rising housing, childcare and education costs and difficulty balancing work and family.
Wider population spending in the city's 2027 plan is projected at VND245.9 billion. That includes higher allowances for 8,500 population collaborators and support for premarital counselling and health checks.
The report does not say how women will apply or how residency will be checked. The measure applies to Hanoi, not nationwide.
