Ho Chi Minh City has approved a plan to make English a second language in its schools, VTV reported on 4 November. The city People's Committee signed off the implementation plan for the 2026-2035 project, with a vision to 2045. The aim is wide, regular and effective use of English in teaching, management and professional activities.

The plan runs in three steps. In 2026-27, each professional cluster chooses one or two schools to pilot the criteria, curriculum and materials, with a review planned at the end of 2027-28 before wider rollout. Schools will survey the English level of all staff and review existing English-medium and integrated programmes against Decree 222/2025/ND-CP.

Phase one, through 2030, builds the foundations. In 2027-28 the city wants 20% to 30% of managers, teachers and staff in English training and 30% of schools trained in teaching subjects in English or STEM, with at least 30% building an English-speaking environment and 15% teaching subjects in English.

By 2029-30 the targets rise: 30% to 40% of managers and teachers trained, 40% of schools trained in English-medium methods, at least 40% with an English environment and 30% teaching subjects in English. The report also says at least 30% of schools should teach subjects in English by 2030.

Phase two, 2031-2035, mobilises resources to meet the targets. By 2035 the city aims for 100% of managers and teachers to meet the English standard and 100% of schools to finish training and build an English environment.
