VnExpress reports that the higher regional minimum wages that take effect on 1 January 2027 will also lift several figures that depend on them: the ceiling on unemployment benefits, the maximum salary on which unemployment insurance is paid, and the floor for compulsory social insurance contributions. The new monthly minimums are VND5.7 million in Region I, VND5.08 million in Region II, VND4.45 million in Region III and VND4.04 million in Region IV.

Unemployment benefit ceilings

According to VnExpress, the monthly unemployment benefit equals 60 percent of the average salary on which unemployment insurance was paid over the last six months before leaving work. It cannot exceed five times the regional minimum wage in the final month of contributions.

On the new minimums, the ceiling works out to VND28.5 million a month in Region I, VND25.4 million in Region II, VND22.25 million in Region III and VND20.2 million in Region IV. The cap is a maximum, not a typical payout: most claimants receive 60 percent of their own insured salary.

Insurance contribution limits

The same report says the highest salary on which unemployment insurance is paid for employees of businesses is 20 times the regional minimum. That is VND114 million in Region I, an increase of VND7.8 million, and VND101.6 million, VND89 million and VND80.8 million in Regions II to IV.

The salary used to calculate compulsory social insurance cannot be lower than the regional minimum for the simplest job or title. From 1 January 2027 that floor therefore rises to between VND4.04 million and VND5.7 million, depending on the region.

VnExpress lists the contribution rates as 8 percent from the employee into the retirement and survivor fund. Employers pay 14 percent into that fund, 3 percent into the sickness and maternity fund and 0.5 percent into the work accident and occupational disease fund.

Idle pay and job changes

Under the Labour Code 2019, which the report cites, an employer that stops work through its own fault must pay at least the regional minimum. That is VND5.7 million in Region I down to VND4.04 million in Region IV from next year. An employee moved to a different job than the contract specifies must receive at least 85 percent of the old pay, and never less than the regional minimum.

What the report does not settle

VnExpress does not name the decree or the specific law behind the benefit rules; it describes the benefit rule as current law. One passage also says the maximum is calculated by regional minimum wage "from 2026", while the headline and most of the text give 1 January 2027, so readers should confirm the start date for their own case with the social insurance agency or their employer.

The report does not say which region applies to Da Nang or Hoi An. Region assignment is set by the decree on the minimum wage, which Danang Voice has covered separately.
