Da Nang has asked the national power-system operator to stop calling on five hydropower plants, or hold them to minimum output, until 11 November so their reservoirs can start refilling. The request is in an official letter signed on 5 November by Vice Chairman Trần Nam Hưng, Tuổi Trẻ reports.
The letter went to the National Power System and Market Operator. It covers A Vương, Sông Bung 2, Sông Bung 4, Đắk Mi 4 and Sông Tranh 2 on the Vu Gia–Thu Bồn river basin.
The city says reservoir levels at all five are very low. It rates the risk of drought, water shortage and saltwater intrusion as high to very high, and warns the reservoirs may not hold enough water for farming and household supply in the 2027 dry season.
Rain is forecast over the basin around 11 November, and the city wants the reservoirs to begin storing water early. A Vương hydropower company told Tuổi Trẻ it has received the letter and is still generating while keeping the minimum flow downstream. It said it would comply if asked to stop generating, adding that saving water for next year helps both power and downstream supply.
The letter is a request. Neither source says whether the national operator has agreed. Separately, the city's civil defence command has told dam and reservoir managers to monitor water levels and follow the basin operating rules over the next ten days.
