Da Nang's People's Council is examining how common construction-material minerals are planned, licensed and supplied, with the city's mining plan listing 670 areas but only 41 holding valid licences, Báo Đà Nẵng reports from a council session on 2 November.

The paper says Lê Tùng Lâm, head of the council's Urban Affairs Committee, chaired a working session on the afternoon of 2 November on a draft report from a thematic supervision. The review covers 1 January 2024 to 20 May 2026. The delegation worked directly with five agencies and localities and reviewed reports from 15 more.

According to the report, the 41 licensed areas are the count as of 12 August 2026, against 670 areas in the 2021-2030 mineral plan with a vision to 2050. The draft lists weaknesses in planning, demand forecasting, auctions and supply, along with licensing problems, unresolved legal issues at mine sites and weak control over boundaries and reserves.

Standing Vice Chairman Trần Phước Sơn asked the committee to explain how auction problems affect the market and raise material prices. He also asked it to assess the capacity of bidding firms and whether rigid planning procedures create technical barriers that limit supply and push up costs. The paper cites the Bàu Tong field in Hòa Vang commune, left barren after a mining company departed without restoring the land.

The committee will revise the report for review by the council's Standing Committee.
