The Da Nang People's Committee has issued a plan to push e-commerce in the city's border and mountain areas between 2027 and 2030, Báo Đà Nẵng reports. The document is Plan No. 537/KH-UBND.

By 2030 the plan wants online sales in mountain and border communes to make up about 5 to 8 percent of total retail sales of goods and consumer services. Priority products, including OCOP items, medicinal herbs and forest and farm produce, are to grow by an average of 15 to 20 percent a year.

On business support, at least 60 percent of cooperatives, household businesses and small and medium enterprises are to receive help selling online, and at least 40 percent of those should record orders and revenue through e-commerce. The plan also targets training for 1,000 to 2,000 people in e-commerce skills, with priority for ethnic minority people, women and young people in disadvantaged communes.

The plan calls for studying at least one cross-border e-commerce model linking the Nam Giang International Border Gate with the Lao market.

Measures

The main measures are:

  • completing special support policies;
  • upgrading telecom and internet infrastructure;
  • developing logistics suited to mountain terrain, such as collection points and satellite warehouses;
  • expanding cashless payments, including mobile and QR payments;
  • building a website to promote specialty products; and
  • linking e-commerce with community tourism and regional supply chains.

The report does not give a budget, name specific communes or set dates for individual milestones. It also names no agency other than the People's Committee as responsible for carrying out the plan, so it is not yet clear who will run the training or the planned specialty-products website.
