Da Nang has 63 industrial clusters that are operating or preparing to operate, covering more than 1,760 hectares, Báo Đà Nẵng reported on October 26. Only five of them meet the basic legal and infrastructure requirements, according to the city Department of Industry and Trade's classification cited in the report.

Another 22 clusters meet the basic legal requirements but lack complete infrastructure, and 26 lack both full legal status and infrastructure. Six have legal problems that need review, adjustment or removal from the plan, and four are operating without an establishment decision. The city's plan to 2030 foresees 115 clusters with a combined area of more than 4,524 hectares.

The report says boundaries and areas differ between establishment decisions, detailed 1/500 plans and development plans in some clusters. It also notes that some clusters lack approved detailed plans, have incomplete industry lists or are affected by transport, railway or regional infrastructure plans.

Its recommendations include grouping all 63 clusters by type of problem and spending public money first on clusters with a sound legal footing, real demand and few works left. The article argues that funds should not be allocated "only on the planned scale or local proposals".

It also calls for one lead management unit where a cluster spans two or more communes or wards. The article gives no investment amounts.
