A Da Nang deputy chairman has ordered a city department to be formally criticised in an official notice after a company that overpaid its land rent still had no land-use certificate for its industrial-park project at Chu Lai, according to Tuoi Tre.
Phan Thai Binh, vice chairman of the Da Nang People's Committee, met the Chu Lai Open Economic Zone management board, city departments and investors on the afternoon of November 4. The meeting reviewed compensation, site clearance and construction of several industrial-park infrastructure projects in Chu Lai.
The company's complaint
Representatives of Chu Lai Industrial Park Infrastructure Development Investment Co. (Cizidco) told the meeting that it had paid all the land rent due for phase one of the Tam Thang Industrial Park project, a 32.58-hectare site. The payment came to more than VND169.3 billion, which the company said was more than a month's rent over what it owed.
The project qualifies for a 14-year rent exemption worth roughly VND58 billion, Cizidco said. The city had already issued a decision correcting the land-use term, shortening it by one month to match the Prime Minister's investment-policy approval.
Cizidco said it had sent many reports and petitions asking the authorities to confirm the rent exemption, without a final resolution. It added that a city directive dated October 16 had required the matter to be handled by October 20, 2026, yet the certificate had not been issued.
What the deputy chairman ordered
The company asked the city to have the Department of Agriculture and Environment and the Land Registration Office issue the certificate during November. It said it needs the document to register the change and hand the land to the Hyosung group.
According to Tuoi Tre, Binh tried to phone the department's deputy director in charge of the area during the meeting but could not reach them. He questioned what was still holding up the certificate when the company had overpaid and the city had already issued a directive.
He told the Office of the City People's Committee to record a criticism of the Department of Agriculture and Environment in the meeting's conclusion notice for being slow to carry out the city's instruction. He also asked the department's leadership to review the responsibility of the people involved. The department was ordered to issue the certificate and adjust the land price for Cizidco by November 10, 2026.
Tuoi Tre did not report a response from the department. Danang Voice has not independently contacted it.
Wider Chu Lai plans
According to the same report, Da Nang plans to start work on three projects in the Chu Lai Open Economic Zone, with a combined investment of more than VND40.46 trillion, between the end of 2026 and the first half of 2027.
Hyosung already has a project at Tam Thang. Danang Voice reported in October that HS Hyosung had begun building a $100 million carpet and yarn plant at the industrial park.
