The Government issued Decree 395/2026/NĐ-CP on October 23, setting 10 types of social assistance facility, Báo Đà Nẵng reported on October 26. The decree takes effect on December 7.

The types include facilities for older people, children in special circumstances, people with disabilities and people with mental disorders, as well as social work centres and long-term and day-care providers. The paper says the emphasis moves from centralised housing and care toward prevention, intervention, rehabilitation and return to the community. Day-care and long-term models are meant to let older people stay with their families while receiving support, and the decree creates independent-living support centres for people with disabilities.

For Da Nang, the report cites more than 418,600 older residents and 218 intergenerational self-help clubs with nearly 12,000 members. A People's Council resolution that took effect on January 1, 2026 caps the number of people admitted to and cared for in facilities at 350. The Department of Health directly manages six public social assistance facilities and oversees 16 non-public ones, the paper says, citing figures as of May 2026.
