Hanoi's People's Council passed a resolution on 4 November setting special rules for building new urban railway lines, including a cap of US$120 million per kilometre on underground sections, VnExpress reports. The council debated the text twice, on 28 October and on the morning of 4 November.

The report describes the programme as covering about 252 kilometres of lines within roughly five years, at a total investment of about VND1 quadrillion. The resolution has four chapters and 16 articles and covers "strategic contractors", turnkey contracts and technology transfer.

To qualify as a strategic contractor, a bidder must have backing in principle from the city Party committee, meet legal bidding requirements and have non-negative net assets in its latest financial year. It must also show it can raise financing for a package worth at least VND60 trillion, and a joint venture is assessed on the combined strength of its members. Under a turnkey contract the bidder must commit that the average contract value of underground sections does not exceed US$120 million per kilometre.

That figure excludes dual-use functions, value-added tax, contingency for work outside the package, compensation and resettlement, utility relocation, and consulting and project management costs borne by the investor. Contractors must also commit to quality, schedule and technology transfer before signing, and are answerable under the law for the capacity they declare.
