Petrol and diesel prices fell again from 10 p.m. on 3 November, according to the joint announcement of the Finance and Industry and Trade ministries reported by VTV. E5 RON92 petrol dropped VND1,020 to a maximum of VND23,203 a litre, and E10 RON95-III fell VND928 to VND23,231. Diesel fell VND1,370 to VND28,876 a litre, while mazut rose VND378 to VND23,974 a kilogram.

The ministries said the base price of petrol fell more than 10% from the previous period because world prices dropped quickly in recent days. A VND700 a litre contribution was set aside for the price stabilisation fund for biofuel petrol, and none for diesel or mazut. The fund made no payouts in this period.

Prices were already lowered at midnight on 1 November, when E5 RON92 fell VND1,804 and E10 RON95-III fell VND1,575 after the government cut the special consumption tax on petrol to 0%. Over the two adjustments, E5 RON92 is down VND2,824 a litre and E10 RON95-III VND2,503.

The tax rate applies from 1 November 2026 to 31 March 2027. It had been 10% for mineral petrol, 8% for E5 and 7% for E10, and the Ministry of Industry and Trade can propose shortening or extending the period. The report does not give a kerosene price.
