The Ministry of Public Security said on 3 November that it will study and propose ways to show information about administrative penalties on the VNeID app, Dan Tri reports. The ministry gave no timetable.

It made the comment in a report responding to National Assembly delegates on the draft amended Law on Handling Administrative Violations. The report is due to be discussed on the afternoon of 4 November.

The stated purpose is to let people who have been penalised find out and take the required steps themselves. The ministry said it would work with other agencies to propose that the government set out specifics in the decree guiding the law.

The standing body of the Assembly's Law and Justice Committee said handling violations electronically needs complete technical infrastructure, cleaned databases and large budgets, and should be assessed carefully and phased in. The ministry also pointed to Article 61 of the draft, which sets how decisions are published on the issuing agency's website or newspaper and now includes a publication deadline.

On driving licence points, one delegate said deducting points deters and rehabilitates, since points are restored automatically after 12 months without a violation, and suggested similar systems in other fields. The ministry said point deduction is a state management measure under the road traffic law, not a penalty, and that such measures belong in sector laws rather than this one.
