The Tam Xuân 2 landfill in Tam Xuân commune is due to be full by the end of 2027, while the facility meant to replace part of its load is still behind schedule, according to Báo và Phát thanh, Truyền hình Đà Nẵng. The site has operated since 2004 on about 22.5 hectares and takes roughly 500 tonnes of waste a day.

It has two cells with a combined capacity of nearly 1.3 million tonnes. The paper says the volume arriving from the south of the city risks overloading it, and that odour and leachate are hard to control because the waste is buried. The access road is more than 4.5 kilometres long, but after five years only the first 600 metres are finished.

The former Quảng Nam provincial government had pledged to close Tam Xuân 2 in 2023 once the Nam Quảng Nam site in Núi Thành opened. Construction there fell behind, and authorities later committed to finishing it by the end of 2026. Lê Thị Hồng Thắm, Party branch secretary of Bích Ngô village, said residents very much hope the city will find a solution soon.

Đoàn Văn Linh, deputy chairman of the commune People's Committee, said the commune has proposed a full leachate treatment plant, a drainage channel and a support mechanism for households near landfills. Nguyễn Trường Sơn, deputy director of the Department of Agriculture and Environment, said the Project Management Board for civil, industrial and technical infrastructure has been named investor for a Tam Xuân 2 leachate treatment project. Treatment and environmental assessment will still be needed after the landfill closes, he said.

The Nam Quảng Nam landfill covers 15.8 hectares with two cells, a capacity of 350 tonnes of waste a day and 600 cubic metres a day of leachate treatment. Total investment is about 156 billion dong, with site clearance finished and phase one expected to be completed by the end of 2026.

Decision No. 4642/QĐ-UBND, dated October 12, also approved an investment policy and investors for a waste treatment and power plant at the same site. It would cost 2,184 billion dong, process 1,215 tonnes a day and generate 15 megawatts. The investors are Công ty TNHH Môi trường Ngôi Sao Xanh and Công ty CP Cẩm Thạch Xanh.

The city also plans centralised sites at Khánh Sơn in Hòa Khánh ward and Đại Hiệp in Đại Lộc commune.
