Traffic police have begun fining drivers who cruise below the minimum speed in the fast lane of the Cau Gie-Ninh Binh expressway, the Traffic Police Department said on 7 November, as Tuoi Tre reported. Fines under Decree 168/2024 range from VND800,000 to VND1 million.

Highway Patrol Team No. 3 recorded several cases, including a car travelling at 62 km/h, 18 km/h below the minimum, and another at 68 km/h, 12 km/h below it. The department said the drivers were given violation reports.

The lane rules

A new traffic arrangement has applied on the route since 14 October. Lane 1, next to the central reservation, is for faster traffic, with a maximum speed of 100 km/h and a minimum of 80 km/h.

Coaches with more than 29 seats and trucks over 7.5 tonnes may not use lane 1 regularly and may enter it only to overtake before returning to lane 2. Vehicles that cannot keep to the minimum speed must use lane 2, where the limits are 100 km/h maximum and 60 km/h minimum for other cars.

The police said the aim is to stop slow vehicles clogging lane 1, which reduces the road's capacity and frustrates other drivers. Visitors who rent a car or drive their own on Vietnamese expressways should check the posted minimum speeds for each lane.
