On 2 November, Da Nang drafted a plan to respond to El Nino and prevent natural disasters in 2026-2027, VOV reports. Forecasts cited in the report say El Nino could last until June 2027.
Warnings point to a high to very high risk of drought, water shortages and saltwater intrusion in the Vu Gia-Thu Bon river basin during the 2027 dry season. Some rain fell in September and October, but reservoirs at the basin's major hydropower lakes remain very low, close to dead storage.
The basin has seven large hydropower reservoirs, the main water source for downstream homes and businesses through the eight-month dry season.
The Department of Agriculture and Environment has proposed that the city chairman direct reservoir owners to draw up flexible operating plans for each phase, giving priority to storing water for downstream supply. Deputy director Truong Xuan Ty is quoted in the report.
The department has drafted a safe water supply plan for domestic and production needs and is collecting feedback from other departments and localities. It will soon advise the city to issue a plan with both non-structural and structural measures. The report does not give a budget or a date for the final plan.
