Da Nang has set out how it will judge investors in stalled, long-delayed projects, in a dispatch signed by Deputy Chairman Tran Nam Hung and reported on 5 November by Tuoi Tre. The dispatch implements conclusions from a meeting on clearing the backlog. The report does not give its number.

Financial capacity will be assessed on three criteria: owner's equity, the ratio of credit and corporate bond debt to that equity, and ability to raise capital. An investor with several projects may concentrate its equity on a priority project, at its request, without allocating it in full to every other project. Financial obligations are assessed project by project, and land-related obligations are not merged with a company's total tax bill.

The Department of Finance will lead the review and sort projects into four groups: eligible, lacking financial capacity or obligations, lacking documents, or proposed for removal. The Department of Construction will guide investors in hiring consultants to survey actual investment volume. The city tax authority will work out amounts due, paid and outstanding for each project, separating land-use fees, land-rental fees, late-payment interest and other taxes.

Investors with unpaid obligations have two options. They can pay tax arrears in instalments backed by a bank guarantee, for up to 12 months from the written acceptance date. Or they can pay all tax debts except land-use and land-rental fees and related interest, and submit a written commitment to settle the rest by 31 December 2026, with a payment schedule and funding source.

If a company misses its commitment, the city will consider revoking the decisions that let its land allocation or lease continue. The report says the city recently allowed continued land allocation and lease for MBLand's model urban area in Dien Ban Dong ward, a site of 86,126.7 square metres.
