Experts and scientists who work in Da Nang could receive up to VND 15 million a month towards rent, or up to VND 800 million towards buying a home, under a draft city policy, VnExpress reported on October 27. The Department of Home Affairs prepared the draft, which is open for public comment and is not yet in force. Money would come from the city budget each year.
The policy covers Vietnamese citizens, including overseas Vietnamese, and foreign nationals who meet the required standards. Priority fields named in the report are semiconductor chips, artificial intelligence, strategic and high technology, innovation and research, the international financial centre, fintech, the free trade zone, modern logistics and specialised healthcare.
Rent support. The city would pay up to 70% of actual rent, capped at VND 15 million per person per month, for a maximum of five years.
Applicants must work regularly in Da Nang under a contract of at least 12 months, or hold a recruitment or appointment decision. Neither the applicant nor their spouse may own housing or land in the city, and the applicant must not have received similar housing support from the budget.
Home purchase support. The draft offers up to 15% of the contract value, including VAT, capped at VND 800 million per person.
It is available once during a person's whole working period. Recipients must commit to working in Da Nang continuously for at least five years and must not transfer the home during that time.
Short assignments. For work lasting under 12 months, such as consulting, research or teaching, the city would cover up to 50% of actual accommodation costs, capped at VND 20 million per person per month. Support would last at most one year per assignment.
The draft follows a push to rewrite the city's talent rules. Da Nang officials said on October 23, Báo Đà Nẵng reported, that they plan to ask the People's Council for a new resolution on special financial mechanisms to attract talent. The VnExpress report does not say when the housing support draft would go to the council or take effect.
