Foreign organisations and individuals in Vietnam that employ Vietnamese staff face new notification duties from 15 November, VnExpress International reports, citing VNA. The report does not give the decree's name or number.

Before hiring, an employer must tell its managing agency or organisation in writing, by post or official email, which job position it is filling and how many people it needs. It must also post the vacancy on the National Employment Exchange (vieclam.gov.vn), another lawful job portal or its own official website.

Foreign employers recruit directly. If they ask, the managing agency or organisation will select candidates against the job description and refer them.

Within 10 working days of signing a labour contract with a Vietnamese worker, the employer must notify the same body in writing. The notice must give the worker's full name, personal identification number, job position and start date.

The report says several other decrees take effect in November, including rules on universal preschool education for children aged 5 to 6, but gives no detail on them.
