Truck restrictions around the Hòa Xuân bridge approach take effect at 9:00 on Saturday, October 31, according to Tuổi Trẻ, citing an announcement from Da Nang's Transport and Agriculture Works Project Management Board. They support construction of the Lê Thanh Nghị–Cách Mạng Tháng Tám–Thăng Long interchange cluster, a 1,571-billion-dong project that keeps the existing Hòa Xuân bridge and adds a new span downstream.
The paper reports that semi-trailer and towing-trailer trucks, and trucks serving the wholesale market, are banned from 4:00 to 23:00 in both directions on Nguyễn Hữu Thọ, Xô Viết Nghệ Tĩnh and Lê Thanh Nghị. Trucks heading to Tiên Sa port are sent onto signed alternatives: from the north via Trường Chinh and then National Route 1, turning at the Nam Kỳ Khởi Nghĩa junction, and from National Route 14B via the Hòa Cầm overpass.
Inside the construction zone
Inside the work area, trucks over 2.5 tonnes are banned around the clock, and passenger coaches with 16 or more seats are banned around the clock. Lighter trucks up to 2.5 tonnes are banned during peak hours, though the report does not say which hours.
Stopping and parking are prohibited on Nguyễn Hữu Thọ between Cách Mạng Tháng Tám and Xô Viết Nghệ Tĩnh, along all of Trần Đăng Ninh, and on Lê Thanh Nghị between Đoàn Quý Phi and Hồ Nguyên Trừng, on the wholesale-market side. On Trần Huấn the ban applies from 6:00 to 8:00 and from 16:00 to 19:00.
What the project involves
The scheme includes tunnels on Cách Mạng Tháng Tám and Thăng Long roads with frontage roads on both sides, a wider Lê Thanh Nghị toward the park land, and a wider Đò Xu bridge toward Khuê Trung lake. A new right-turn lane is planned from Lê Thanh Nghị onto Cách Mạng Tháng Tám. Tuổi Trẻ describes the junction as a heavily used route with frequent congestion.
The report does not give an end date for the restrictions or say which agency will enforce them. Drivers who use the area for freight or coach trips should expect signs and route changes from the first morning.
