Household electricity is now billed in five tiers instead of six, VietNamNet reports, after Electricity of Vietnam (EVN) explained the new tariff at a briefing on 4 November. The tariff applies from 1 November and follows Decision 14/2025/QD-TTg, with prices set in the Ministry of Industry and Trade's Decision 2892/QD-BCT. Danang Voice reported the 2% cut in the average retail price earlier today; this is the detail behind it.

The prices, before value-added tax, are VND1,901 per kWh for the first 100 kWh, VND2,289 for 101 to 200, VND2,894 for 201 to 400, VND3,456 for 401 to 700 and VND3,844 for 701 kWh and above. The top tier is more than twice the first. Tier four is set at 162% of the average retail price and tier five at 180%, while the old sixth tier was 159%.

The effect on a bill depends on consumption. Nguyen Quoc Dung, head of EVN's business and power purchase department, said households using up to 900 kWh a month, 98.23% of customers, will pay less, by up to about VND77,900 a month. The remaining 1.77% may pay more because of the redesign: about VND37,600 more at 1,000 kWh and up to VND421,300 more at 2,000 kWh.

EVN says that the tariff change alone would have lowered bills for about 94% of households, those using under 777 kWh. The 2% cut in the average price raised the break-even point to 900 kWh.

Nguyen Dinh Phuoc, EVN's deputy general director, said the cut will reduce EVN's revenue by nearly VND1,600 billion a month. He said the structure supports social security for middle- and low-income households and urged heavy users to keep saving electricity. The new peak and off-peak hours apply only to production and business customers, not to household electricity.
