Lê Ngọc Quang, the Party secretary of Da Nang and head of the city's National Assembly delegation, asked for clearer wording in two draft laws at a group discussion on the afternoon of October 26, Báo Đà Nẵng reported. The session, during the second sitting of the 16th National Assembly, covered the draft Law on Data Security and the revised Law on Handling Administrative Violations.

On data security, he backed the law but asked that responsibilities be specific and that it not create unnecessary costs. He called for clear criteria for setting risk levels and for results of assessments to be shared and reused between state agencies, on the principle that one risk item is assessed only once. Under the draft, owners of data at level 3 or above must file an initial report within 24 hours of discovering an incident; he asked that the law separate management errors from deliberate acts or cover-ups, and treat a first, unintended and self-reported breach accordingly.

On administrative penalties, the draft raises maximum fines to 1.5 billion dong for individuals and 3 billion dong for organisations. He asked that fines reflect the nature, consequences and illegal gains involved so they do not burden household businesses and small firms. He also asked that online violations be punished only on verifiable data, with the person penalised able to see the evidence and respond.

Enforcement measures such as exit bans, sealing premises or cutting off electricity, water or digital services, he said, should have tight conditions, scope and time limits, with a way to review and end them. Seized property that an owner does not collect should not automatically be treated as abandoned.
