Vietnam's prime minister has ordered provinces from Nghe An to Dak Lak to prepare for a widespread heavy-rain episode from 8 to 11 November, with Da Nang and Hue expected to see the largest totals. The instruction came in an official dispatch issued on Saturday 7 November, VOV reported.
The dispatch repeats the forecast we reported earlier. The national hydro-meteorological centre expects 250-450 mm in Hue, Da Nang and eastern Quang Ngai, locally above 700 mm. Rain of 100-200 mm, locally above 300 mm, is expected from southern Nghe An to northern Quang Tri.
What provincial leaders were told to do
Provincial chairmen must review flood-response plans, place forces and equipment in areas that regularly flood or are cut off, and evacuate residents from areas at risk of deep flooding, flash floods and landslides, with special attention to older people and children. Tuoi Tre notes that local leaders were also told to decide on school closures where heavy rain and flooding make travel unsafe.
Authorities must also stop people and vehicles from crossing flooded causeways and spillways or passing landslide-prone sections. The dispatch tells construction-site and mine operators to take safety measures, and orders the agriculture ministry and industry ministry to plan reservoir releases that protect dams and downstream areas.
El Nino and low reservoirs
The prime minister highlighted El Nino conditions and low water in many reservoirs in the region, and asked officials not to be complacent. The agriculture ministry was also asked to use water resources efficiently because of the risk of shortages in the coming dry season.
Residents and visitors in Da Nang should follow updates from the national forecasting centre and city authorities, as forecasts can change.
